In a report by UK Mirror, Richard Masters who is the Chief Executive of premier league has said all the EPL clubs have rejected the idea of playing at neutral venues.
Project Restart has on hold because of this situation and Governments could have an option of allowing each club to use their stadium but only if proven that the security against Coronavirus is up to the task.

There is talk planed on Tuesday and Thursday to show the security level and how organized the clubs will be to fight the virus. The remaining matches in EPL remain just 98 fixtures and according to Masters, they will try their best to talk to the government to allow the decision each club to use its own stadium as the last six clubs are terrified about Home advantage as relegation smile at them.
“Just to reiterate that, I think everybody would prefer to play home and away if at all possible. And I think it’s clear to see that some clubs feel more strongly about that than others.
“Obviously from the authorities’ perspective, some authorities think that playing those matches at approved stadia, not the home venues, is the safest way forward.
“I think some of our clubs would argue that in relation to policing their own fans that they have a good relationship with them, and that they encourage their own fans not to turn up outside their home venues while they’re playing behind closed doors,”
